Kosmont is the founder and President/ CEO of Kosmont
Partners. He is a nationally recognized real estate
and economic development expert, specializing in matching
private sector real estate opportunities with public
sector land use policies, regulations, and financing/incentive
programs. Larry has assisted hundreds of local government
agencies in navigating business decisions ranging from
large-scale economic development to city-specific Internet
strategies. He has guided over one thousand projects
for public agencies and private sector clients in obtaining
approvals and financing. Between 1975 and 1986, Larry
served as City Manager and Director of various departments
and agencies including redevelopment, planning, housing,
and transportation for several Southern California cities.
As a member of the private sector servicing government
agencies, Larry has developed an acute understanding
of what the private sector needs in order to conduct
frictionless transactions with government. In 1999,
he founded and served as President/CEO of eCitydeals,
a company that enabled public agencies to come together
on the Internet to conduct business transactions. Larry
is currently a Commissioner of the Los Angeles Regional
Water Quality Control Board, appointed by Governor Gray
Davis. He served on the MWD Board for 4 years, as an
appointee of Los Angeles Mayor Richard Riordan, and
was Chairman of the MWD Strategic Plan Committee for
2 years. Since 1999, Larry has served as President of
the widely respected Institute for a Better California
(www.ibcalif.org),
a non-profit organization which supports economic development,
redevelopment, and public/private project activities,
reuse analysis, affordable housing development, redevelopment,
revitalization studies, and transportation economics.
