Energy Efficiency & Conservation Block Grants
(EECBG)

The Funding Program

The United States Department of Energy (DOE) has announced the creation of the Energy Efficiency and Conservation Block Grant (EECBG) program as part of the Federal Stimulus package. The EECBG provides grants to U.S. local governments, states, territories, and Indian tribes, to fund projects that reduce energy use and fossil fuel emissions, and that improve energy efficiency. An unprecedented 3.2 billion dollars is being allocated to assist cities in creating energy efficiency programs. Specific allocations for individual cities and counties in California have already been announced by the DOE.

The Guidelines

The application submittal deadline is JUNE 25, 2009. The program has been patterned after HUD's CDBG program, however unlike the CDBG program, cities that have been allocated an award must prepare an application and submit it to the DOE before funds can be committed. The DOE wants to see energy efficiency and conservation linked to community economic development, community stabilization, and poverty reduction. They want to fund activities that create and or retain jobs and stimulate the economy while meeting long term energy goals.
