Kosmont was retained by a consortium of landowners to evaluate the feasibility of an Enhanced Infrastructure Financing District (EIFD) as a funding and financing mechanism for the installation of essential freeway interchange and ancillary roadway infrastructure to support approximately $1.37 billion of potential mixed-use private development in the City of Beaumont, California.
