For the Northeast Los Angeles Riverfront Collaborative (NELARC), which is a consortium of public agencies and non-profit associations, Kosmont produced the Economic Development Element of the visioning plan related to the Northeast segment of the Los Angeles River. This element provides strategic recommendations on sustainable economic development strategies to implement within the northeast L.A. Riverfront District area, as well as strategies related to organizational leadership, funding, infrastructure development and jobs-producing real estate development.

Kosmont evaluated the initial applicability and recommended the potential implementation of an Enhanced Infrastructure Financing District (EIFD) for the corridor.
