Mr. Richard Belmudez is a Senior Advisor with Kosmont Companies and has over 35 years of land development experience, primary serving in local government. He is experienced in executive and organizational leadership and served as a City Manager for more than 14 years. He is results driven with a proven track record of leading projects from inception to completion. His exceptional strategic planning and problem-solving abilities, coupled with his expertise in land development, regulations, and industry best practices, enable him to effectively collaborate with cross-functional teams, stakeholders, and government agencies to deliver innovative solutions that optimize project outcomes.

He commenced his public sector career in the City of Pomona (1992-2004), where he progressively advanced through various urban planning positions. During his tenure, he was instrumental in several high-profile projects, including amendments to the City’s General Plan, the Housing Element Update, the Downtown Pomona Specific Plan, as well as the development of the Lincoln Park and Wilton Heights Historic Districts.​

​He joined the City of Perris (2004-2020) as the Planning Manager and subsequently appointed City Manager in 2006. In addition to having executive oversight of day-to- day City operations, he successfully led the organization through significant population growth and economic volatility. He spearheaded the revitalization of the City’s historic downtown district, initiated the Perris Valley Commerce Center Specific Plan, completed an ambitious Capital Improvement Plan, and enhanced civic engagement through initiatives such as the “Centennial Celebration” and the “Live Well Perris” wellness program. ​

At Albert A Webb & Associates (2021-2025), Mr. Belmudez aided in the preparation of advanced and current planning entitlements projects, provided project management and contract administration for several large-scale developments and conducted due diligence for residential and commercial projects. ​

Mr. Belmudez is an Adjunct Lecturer at California State Polytechnic University Pomona, Urban and Regional Planning Department. He teaches sessions in Leadership & Ethics, Management Practice, Infrastructure and Public Finance as well as courses associated with the Cal Poly Foundation’s Local Government Leadership Academy.

AWARDS

Under his leadership the City of Perris received three Helen Putnam Awards from the League of California Cities and three awards from the Inland Empire Chapter of the American Planning Association. Mr. Belmudez is a recipient of lifetime achievement awards from the International City Manager Association and California Parks and Recreational Society.

EDUCATION

Mr. Belmudez holds a Master of Business Administration and a Bachelor of Science in Public Administration from the University of La Verne, as well as an Associate of Arts in Construction Technology from Don Bosco Technical Institute.
