Mr. Clark Whitten is a Senior Advisor with Kosmont Companies, Northern California,  residing in Folsom. Mr. Whitten brings a diverse background of more than 20 years of economic development and real estate while working for Sacramento County. As Program Manager, Mr. Whitten was responsible for implementing its Economic Development Strategic Plan. Mr. Whitten has assisted with the redevelopment of multiple high profile retail projects including How Bout Arden Project, Country Club Plaza,  Country Club Centre, Milagro Centre and many others. Mr. Whitten helped Sacramento County streamline its building permit process and established recurring meetings with key County staff that enabled the County to meet aggressive permitting timelines (drainage, water, sewer, fire).

Mr. Whitten has worked to attract, grow and retain hundreds of businesses.   Additionally, Mr. Whitten has over 30 years of experience in acquisition, disposition   entitlements, development, permitting, environmental, engineering and construction   for retail, commercial and industrial projects. Mr. Whitten was responsible for the   redevelopment of Mather Air Force Base. At Mather, Mr. Whitten negotiated with the   Air Force for the complex transfer of several thousand acres and managed the Master Planning and entitlement efforts for over 1,200 acres that at build out will result in 2+ million sq ft of Industrial, commercial, retail and over 3,500 homes.

Mr. Whitten holds a Bachelor of Arts degree from the University of Oklahoma.

Mr. Whitten has been an active member of ICSC since 2014. He is a current board member of the Folsom American Little League and a former board member of the Sacramento Running Association.
