Mr. Richard Kerrigan is a Senior Advisor with Kosmont Companies, bringing over 24 years of global experience in infrastructure and real estate advisory. He is a qualified Corporate Finance professional with the Chartered Professional Accountants of Canada and a licensed professional engineer in the U.K. with the Institution of Structural Engineers.
Originally from Ireland and based in San Francisco since 2009, Richard has provided strategic planning, procurement, and financing advice for over $20 billion in public and private sector projects. His core expertise lies in delivering innovative, customized financial solutions which include Public Private Partnerships (P3) and value capture (CFD, EIFD and impact fees) that integrate political, legal, and technical considerations to help get complex, high-profile projects across the finish line.
Richard specializes in guiding complex public projects from early-stage planning and feasibility, formation through procurement, financing and project delivery. He focuses on creating value through efficient funding strategies, risk management, and competitive procurement processes. His approach aligns stakeholder incentives and builds consensus to drive valuable, sustainable, community-aligned outcomes.
Throughout his career, Richard has worked on more than 50 projects across 14 U.S. states and 11 countries. His has had a broad market focus in transportation and social infrastructure, where he has advised federal, state, county, and local agencies, as well as private equity firms, developers, underwriters, and lenders.
His experience spans a wide range of assets, including tolled highways, express lanes, bridges, transit and rail systems, airports, fare collection systems, courthouses, hospitals, universities, government buildings, sports and recreation facilities, and renewable energy projects.
In addition to his professional endeavors, since 2016 Richard shares his expertise as an annual guest lecturer at Stanford University California on infrastructure investing and financing.
