SBCCOG General Assembly – Kosmont Presentations

The South Bay Cities Council of Governments (SBCCOG) Board of Directors hosted its 19th Annual General Assembly at the Juanita Millender-McDonald Community Center in Carson on Friday, February 23, 2018.  The theme for the SBCCOG’s General Assembly addressed The Evolution of Retail and Its Challenges for Cities. Across the nation, technological changes are disrupting the retail sector and regional economies. Retail businesses are closing, leaving vacant buildings resulting in less sales tax revenue that disrupts both city land use planning and municipal finance. Retailers remaining in business are automating. Dramatic decline in employment in the retail sector is expected. The General Assembly brought together experts to address the possible impacts from these forces of change on South Bay cities and strategies for adapting to the new conditions.  See below for the presentations made by the Kosmont Team.

Southern California Development Forum (SCDF) Annual Forecast – 2017


The country is caught in a whirlwind of uncertainty. All eyes are on Washington as we inch closer to President Trump. The world’s 6th largest economy rarely falls in step with the country as a whole, but how will it react to the new national direction? How will California’s move to a “green” economy mesh with a President who does not readily acknowledge climate change? Will real estate development, public private partnerships and economic development become more reliant on State and local tools? California voters have put their collective feet down in the form of ballot measures, but with hundreds of new local taxes approved, what will they mean for long-term prosperity? And about that other green, will California’s golden hue go up in smoke?

Larry Kosmont of Kosmont Companies and his expert panel (including Andrew Ratner, EVP of CBRE) will be on hand to navigate us through these tumultuous and uncertain waters that lie ahead.

AIA OC 2017 and Beyond – Trends and Innovations Conference


On November 3, 2016 Larry gave his presentation on what to expect in 2017. The audience was filled with developers, architects, engineers and general contractors among others displaying their newest products for the upcoming year. Joining him was Jay Maddox, Principal with Avison Young, specializing in Debt, JV Equity, Structured Capital and Consulting & Advisory Services.

Southern California Development Forum (SCDF) – 2016

On January 12, 2016, Larry Kosmont gave his annual address to the Southern California Development Forum (SCDF) on the subject of California real estate and business opportunities in 2016. His presentation was entitled California’s Economic Red Carpet for 2016: “The SPECTRE of Prosperity is Green”. A description of Larry’s address and that of panelist James Maddox, Principal at Avison Young, is shown below.

Led by Governor Brown, the State continues its march toward a sustainable economy, one that emphasizes carbon footprint reduction as business priority. The implications of a green economy are significant and affect businesses and commercial buildings. In addition to providing various updates on real estate trends, the panel provided insights on the direction of the state and local government and how to make the most out of the opportunities that come from a dramatic shift in economic priorities that the State is committed to accomplishing.

League of CA Cities: Economic Development Project Funding in 2015: “Sustainability” Replaces Redevelopment

This session addressed how cities can install new financing mechanisms and provide financial assistance for projects in a post-RDA world. With an improving economy and recent legislative changes in California, cities have new tools, mandates and funding sources to promote sustainable economic development and infrastructure projects. This session identified new tools and their ability to use/attract private investment, expedite project approvals and create sustainable public private partnerships and projects that transform communities and install needed local/regional infrastructure. Case studies using new financing structures and funding sources based on recent legislation (e.g., SB 628, AB 313, SB 350, and AB 2) will be discussed.

StimULI Breakfast: Urban Economic Development – Effectively Using What’s Left in the Toolbox

Since the dissolution of Redevelopment Agencies in 2012, the ability to finance facilitate urban infill projects has been in question.  However, examples are starting to emerge of urban redevelopment taking place even without the traditional tools, such as tax increment. This session focused on one recent success, the “azalea” Regional Shopping Center located in the City of South Gate.  This panel will offer a case study and hear the perspective of the developer and its legal counsel, as well as the City Manager and his financial consultant.  This presentation will be a “deep dive” into this successful post-RDA project.

America’s Lodging and Investment Summit (ALIS)

Larry J. Kosmont, President and CEO of Kosmont Companies, spoke at America’s Lodging and Investment Summit (ALIS) on January 27, 2015, on the subject of new financing tools for hotel developers as well as hotel development opportunities in the Los Angeles area.

ALIS is the leading and largest hotel investment conference in the world attended by nearly 2,600 top industry leaders.

SCAG – 2014 Southern California Economic Recovery & Job Creation Summit

SCAG and the Southern California Leadership Council held the fifth annual Economic Summit on Thursday, December 4, at the Westin Bonaventure Hotel in Los Angeles. Building upon the discussions at SCAG’s 50 Years into the War on Poverty event held this past August, the Economic Summit will highlight opportunity areas for collaboration and pinpoint key economic strategies that will provide good-paying jobs and revitalize the economy. State and local elected officials, public and private sector CEOs, business and labor leaders, stakeholder agency representatives and city managers are invited to attend and share ways in which we can build a stronger, more prosperous and sustainable Southern California.

Larry Kosmont, President and CEO, presented at this event on the subject of funding resources to create essential infrastructure investment and service delivery. Without stable revenue streams, many jurisdictions are attempting to cobble together various sources to achieve their economic development objectives. The panel Larry spoke on was composed of public, private and non-profit representatives that highlighted opportunities to finance infrastructure projects and community revitalization efforts and share real-world success stories.
